In the terms it says "Refer at least 13 unique people ("referrals") who properly sign up and complete 1 offer as specified by the terms of this agreement. "

Although I'm sure there are a lot more hoops & get-out clauses in the terms. I very much doubt you'll get a PS3, at least without your 13+ people spending 100s if not 1000s of pounds first.
