Tooltypes (was mailto: in OWB 1.2 [That's weird! I meant 3.12])

Maybe this has been mentioned, and I missed it?

Anyway, strange results when I click on a mailto: link in a web page. Sometimes "resolved" bringing up some undesired web site, sometimes resulting in an error message saying the link wasn't resolvable.

With 3.13 this is supposedly fixable with an OpenURL Tooltype, but I don't know how to install Tooltypes. Do I just type "OpenURL=<something>" in the empty Tooltype section of OWB > Information? What sort of thing would "<something>" be?

Google brings up a lot of non-helpful info re OWB Tooltypes.
