No idea where the list is, but here's what RadeonHD.chip v5 supports:
- Radeon HD 77xx-79xx series graphics card (excluding the Radeon HD 7790)
- Radeon R7 240D/240/250/250E/250X/265
- Radeon R9 270/270X/280/280X

What to recommend depends on what people's needs are. Generally, I recommend Polaris cards. They support 4K (UHD) resolutions, the video decoder is much better than Southern Islands, and they generally perform well.
If you need a cheap low-power one, then Radeon RX 550. Those wanting the highest performance should go with a higher end RadeonRX 5xx.
The only time I'd suggest an older Radeon HD 7xxx or Radeon Rx 2xx series card, would be on platforms whose firmware can't handle Polaris cards (X1000 & Sam460). However, people have been able to get Polaris cards working on both, with the caveat that you can't see UBoot/CFE.
HINT: Both UBoot & CFE can print to the serial port, and read key presses over serial. This can be used to work around being unable to display on the monitor.
