As Xeron has mentioned, a c/c++ environment already exists which could be edited to suit your needs.
While not ideal, the work involved to create a true cc65 plugin is considerable compared to the likely usage it will get, and I don't see the time and effort spent on it worthwhile.
The free licence version unfortunately does not let you edit much of the project base settings, which would make adaptation difficult. The commercial licence version allows much more editing of the project settings, and could well be easily adapted to suit cc65.
