glitch with multiframe page?

This one is probably for active developers:

I would like to report a glitch with this page

Usually when I click the button that brings the page ("Login" in upper right corner of:
http://ae-www.technion.ac.il) most of the page (all except the upper frame) goes black.
Going with tab through tha objects in the page ususally redraws some area, probably of some object but the areas is totally misplaced, thus making it impossible to use the page.
Probably some rlated to multiple frames problem.

Using the prompt frame directly works:
http://ae-www.technion.ac.il/admin/login.php

Edit:
Looks like OWB uses the upper (imho the first frame in the page) frame data when mouse is inside the big inner frame (object of which seem to be inaccessible, not even with tab key)
