I have found out that having 2 more shortcuts on the windows menu, was a feature of the italian localization on os3.9, in fact a plain english installation didn't had those 2 shortcuts.
seems now that os4.0 was developed on an english localized machine and so the shortcuts are missing :((
hope some one will be able to create a patch.
The shortcuts are not in a ROM (and were not in the ROM Update), they are in a catalog, or - for the builtin English version - in the program or library in question, in this case workbench.library.
Translators should not add extra menu shortcuts to OS catalogs, and should always keep the shortcut keys unchanged from the English version. This is because when you are used to the shortcut keys, and you use them on another machine, e.g. at a user group or whatever, or if someone uses your machine and changes the language, you should still be sure to invoke the menu function you expect with your well-known shortcut. not something quite different and possibly more dangerous. And in the cases where new shortcut keys are added, we all too often see keys being duplicated, because the translator who adds them hasn't checked all the menus and submenus for that key being in use already.
I know that this adding of extra keys in various translations, and "translating" other keys, was "in vogue" back in 3.5/3.9 times, but it is a really bad idea for the above mentioned reasone, and we should try to avoid it today.
So better get used to the original keys (which I hope are the ones used in the Italian OS4 translation today).
BTW, RA + . is the shortcut for Window->Clean up by->Column; RA + T is unused. The two functions you mention do not have any standard shortcuts.

P.S. If you really want to invoke shortcutless WB menu items with a keypress, it can still be done: FKey in connection with an ARexx script addressing Workbench to invoke the menu item.
