Hopefully not; menu shortcuts should never be changed during localization, since you tend to use them "blindly", i.e. without seeing the menu, so you don't see that they have changed when you use a system running under another language than you're used to. It can have pretty grave consequences.
If anyone sees localizations of menus in the OS (and programs delivered with it) where the shortcut keys are different from the ones in the English version, you should report this so it can get fixed.
Gadget shortcuts (the underlined letters on buttons etc.) are of course another matter, because you can see the shortcut indication before you hit the key, and because the translator is limited to the letters in the translated text anyway.

P.S. TSK was right; Amidock does have RA-E as shortcut for Edit Preferences.
