Hyperion has an archive on their site containing the full
SDK for general OS4 development:

use OWB or Timberworlf (I guess).
Then just dearchive it to RAM: and double-click on the
Install icon. Easy!
Once the SDK is installed, you just need an editor and you
can run gcc from the CLI.
If you want a more user-friendly environment, you can also
download the "SE" version of CodeBench, an OS4 native IDE:
http://codebench.co.uk/It's got a few rough edges, but provides a syntax highlighting
editor and automated build system.
