I wrote a reply to this and then lost it because apparently NetSurf doesn't like the iBatch website (frames are being worked on at the moment, I'll try to remember to use that as a test site)
Anyway, Alfkil says that the speed issues will be resolved when we have a full OpenGL implementation (Gallium?). EIS' resize plugin is incredibly simple - it just uses Qt's resize function, so I think it will speed up when the UI speeds up.
And you're right, it was a Qt build environment test, not a speed optimisation exercise!
