Ofcourse the window is intuition it would have a hard time interacting with the workbench screen (or any other screen) other wise. Can you even build a View from scratch with graphics lib calls these days?
Nothing would stop you creating a gadget to display UTF-8 though. Ofcourse if it's needs to be editable that's whole extra can of beans

Not sure where the menu rant came from but how do you know they aren't windows allready? AmigaOS4 menus seem very window like to me. Even if not they must render on top of all other graphics else they would be useless.
Magic Menu was great in it's day, but lacks much compared with the modern AmigaOS4 menus.
