Heh, I guess it depends on what country you are: here in Spain a red circle without any bar crossing it means "access prohibited". For example, take a look at
this one .

@Ferry Where I am, you would need to add a bar from the top right to the bottom left of the circle for the symbol to be complete, usually with the bar being in front of what is prohibited.
