No, Unicode is not supported anywhere yet. The first place it would be added is in graphics.library (which actually draws text into a window). Until it's added in the graphics lib, there's no point in adding support for it elsewhere.

Unicode is in the back of our minds, though.

The con-handler steers the Shell's I/O to the console.device which draws output in a window and reads input from the keyboard. The con-handler used to open the window and pass it to the console.device, but now the console.device does it. The con-handler still handles name-completion, command history, etc, but has been changed considerably.

The console.device opens the display, reads the keyboard, handles the display history, multiple consoles in the one window (tabs), the menu, etc. It has been restructured and largely rewritten.

Thanks, tonyw ! I like this technical point. The explanation is much appreciated as I have high expectation with the next shell, having concerns about the original one.

That's not a new shell, that's a new console handler.

That is incorrect. It is a new shell.kmod (minor fixes), console.device.kmod, con-handler.kmod and a new Console prefs program if you want to be pedantic about things.

Why do people constantly mix this up?

Collectively many just label it "The Shell" and it doesn't hurt much from an end user point of view.
