Layers:
One image for a conventional Worms level

Two images for a dual-layer level, which consists of a foreground and background.
The background is shown where the foreground is transparent, and when the foreground is destroyed in game. Both images must use the same palette.
The background should be darker than the foreground, so that they are not confused with each other.
