Very unlikely, the description mentions the obsolete packet filesystem API instead of the current vector filesystem API, and 'THOR' was the author of the illegal AmigaOS 3.1.x/3.2.x m68k backport of my AmigaOS 4.x PPC CDFileSystem port in which he added tons of bugs to work around bugs and limits in Hyperion's 3.1.x/3.2.x m68k implementations of dos.library...
If you are developing for AmigaOS 4.x it's probably completely useless, and even the 30 years old "The Amiga Guru Book"(english) / "Das Amiga Guru-Buch"(german) from Ralph Babel may still be much more useful, even if that's of course limited to the obsolete packet filesystem API and no longer used dos BCPL parts as well.
