I found the finding the OS4.1 Prefs tricky to navigate at first after about 5 years away from Amigas and had some thoughts about how it could be organised to be more 'new-comer friendly'. This would involve integrating the various programs through the use of tabs and hopefully some re-structuring with removal of redundant features to make for easier/faster configuration.

Warning: this is purely my own brainstorming, I have not designed any new Prefs programs myself and would imagine doing so could be a large and complicated task. Here it goes...

Original Prefs > New simplified Prefs

Compatibility > Compatibility
DefIcons > DefIcons
ScreenBlanker + ScreenMode + Picasso96 > Display
AmigaInput + Input > Input
Internet + URL > Internet
Locale > Locale
GUI + Palette + WBPattern + Pointer + Font > Look
PopupMenu + ASL > Menus (including new prefs for context menus)
Notifications > Notifications
Printer + PrinterPS + PrinterGfx > Printers
DOS > Shell (would also have new options related to the new Shell)
AHI + Sound > Sound
WBStartup > Startup (may also include some more advanced options related to Kickstart/BIOS)
Time + Timezone > Time
Updates > Updates
USB > USB
Workbench > Workbench (possibly including an easier to use DefIcons Prefs within this to replace the existing DefIcons?)

There might be some sort of bubble help option as well to explain functions for less experienced Amiga users as you moved the point over the icons. However, IMHO with the right name and icon design this wouldn't necessarily be needed at all.

Good layout. Familiar for new users used to windows. Your image reminded me of somthing on os4depot.

Have tried PrefsCenter and is quite a nice 'patch' but I'm not keen on how it works as an additional layer on top of the original Prefs. It's a great third-party effort, but I think a more permanent solution should rework the existing system rather than creating something to go on top of it.

I really like the idea, currently prefs are not user friendly at all, some functionalities can be merged exactly as you say
